Hazardous Waste e-Manifest System Update

Effective June 30th, 2018, The United States Environmental Protection Agency (EPA) will launch the Hazardous Waste Electronic Manifest System, better known as the e-Manifest. This is a centralized and digital platform, designed to modernize the nation’s cradle-to-grave hazardous waste tracking process.

The e-Manifest system will create a single hub for the reporting of manifest data while increasing the effectiveness of compliance monitoring for waste shipments. This system will provide accurate and more timely information on shipments, as well as rapid notification of discrepancies or any other problems related to a particular shipment.

To support e-Manifest operations, the EPA will impose a fee for every manifest, whether paper or electronic. This manifest fee is assessed to the receiving TSDF by EPA. The final fee schedule has not been published yet and ECOFLO, Inc. will incur additional costs (currently unknown) to administer the e-Manifest program, such as hardware and software costs.

The EPA has provided a list of 5 acceptable options for the e-Manifest system. ECOFLO, Inc. has selected Option #3:

  • Option 3: Paper manifest to the TSD, where the TSD submits data and a manifest scanned image after shipment is complete.

 

Once fully implemented, this new system will still require that some paper be used for every shipment. For example, the DOT will still require the paper manifest to be available with the driver for emergency response purposes. ECOFLO, Inc. is currently working to transition to the modified paper manifest, introduced by the EPA for the e-Manifest system.
